What is the difference between a potential impact and an actual impact?

A potential impact refers to the possible effects that a particular NCR or RFI may have in the future. Typically, it leads to changes in eventual project costs and terms.

On the other hand, an actual impact refers to the real-world effects or consequences of a particular NCR or RFI that have already occurred. It is the outcome that has actually happened, and can be measured and observed.

Overall, potential impacts are hypothetical, while actual impacts are real and tangible.
